Making Sung JinWoos dagger (help!)

So I'm testing out this cosplay clay stuff for a seller and I have never worked with this material. My initial thoughts were to make a base layer of foam core with two outer center sections of foam core for depth. Then I added the foam in a thin layer on top. But after drying and a bit of sanding I CANNOT for the life of me figure out how to get it smooth and into the shape I want.
Please help! It's not like traditional clay. I think it's extra stretchy.
