Does he look full blood?

I'm new to the Corgi breed, but well experienced with dogs. A friend of mine had this little guy and had to re-home him and I gladly brought him into the fold. My Internet research tells me he's a cardigan since he's tailed. I have no intentions of breeding him, but I'm curious if he's full blood? He's only 7 months old, so still has growing to do. He's a sweet little boy and I'd love any breed specific advice.
