This is a message from the Membership Services Department of the Federal Queer Identity Commission. The FQIC has been granted legal authority under the Department of Homeland Security for LGBT relations of all United States citizens under the 2019 Defense: Our Government And You Act (2019 DO GAY Act).
This letter is official notice that your LGBT participation has lapsed, and your legal status as an LGBT citizen is expiring soon. Our records indicate that it has been 730 days (two years) since your last homosexual encounter. According to FQIC Policy 5 section C, the court outlines official requirements for participation in sexual actions recognized a Homosexual or Otherwise Gay activities. In any given two year period, it is required that each member participates in, at a minimum, one Major Homosexual Activity (MHA) or two Secondary Homosexual Activities (SHA). FQIC Policy (P5) outlines MHA to include any of the following: a) penetrative intercourse (P5-C42) b) significant oral sex encounter (P5-D12, please refer to Appendix E for more information on how an activity is determined to be 'significant') c) significant steps towards gender transition (P5-E8)
In addition, Policy P5 outlines examples of Secondary Homosexual Activites (SHA). SHA includes, but is not limited to, actions such as: incidental crossdressing (see P6-A3 for the definition of 'incidental'), kissing or other oral contact between two FQIC members (P6-B12), digital stimulation (colloquially referred to as 'hand stuff'). If you believe this notice is in error or that you have otherwise fulfilled the Homosexual or Otherwise Gay activities requirements for legal membership differently than indicated in your official record, please submit an appeal at https://www.fqic.gov/appeal or contact the FQIC Help Desk at 1 (800)-527-LGBT.
Additionally, FQIC allows several exemptions from HSA or SHA including Long-Term Monogamous Partnerships and Religious Conscientious Objector status. If you believe you belong in either of these categories please submit an appeal through the standard appeal process. If the application for exemption is approved, you will be issued a LGBT Membership Card for Exempt Citizen (LMCEC). LMCEC is subject to additional restrictions and must be reviewed annually.
