After doing a bit of research, there has been a study on how democratic countries are, even listing them in an index. I'll link the Wikipedia which has an easy to read map. Japan falls in the 8.1-9 category, which is listed as a full democracy. Even more democratic than the USA. China falls in the 1.1 to 2 range, which is an authoritarian regime. Which is only slightly worse than russia, which also falls under authoritarian regime.
