Brand new non stick coating carbon steel pan

I bought a non stick coated carbon steel pan today as I was going to make smash burgers and this was the best thing I could find available where I am.

Washed it, put it on the electric hob on number 6 just to burn off any factory residue or whatever. After a few mins it started smoking and smelling really chemically to the point where a few mins later it wasn't getting any better so I switched the hob off.

Now it has cooled down it seem fine however it's left this burn looking discolouration on both sides of the pan.

Does anyone know what's happened to it? Is it still safe to use and at what temp?
