Do I Use Ground Oregano or Dried Oregano?

This isn’t for any specific recipe, but just in general — when a recipe lists just “oregano,” do you use ground oregano or dried oregano?

Also, you would typically label dried oregano as an herb, right? But what about ground oregano? Is that an herb still, or would it be a spice? Are they both made from the leaves?

(Sorry, I’m trying to get my spice pantry revamped a bit and I’ve found I have more questions than when I started lol)
