I'm not from California but from an outsider looking in, I hear about Californians trying to get certain infrastructure and housing built but because of existing laws and Nimbyism, nothing ever happens and when it finally does, it's 10 years late and over budget.
The Californian wealth is too high to fight against and the Reagan era housing tax policy prevents old money from making any moves because they can pass their house down without an increase in tax (correct me if I'm wrong there.)
So considering all of this and seeing all of these bad policies coming out of California the only logical conclusion I can come to is they want as many people as possible gone so they can finally make the changes they've been trying to do for decades.
Now because of this we all see Californians moving everywhere else. It's a mixed bag of consequences. However, I feel is California can succeed in purging it's residents, it could finally restructure it's infrastructure and housing and hopefully overpower Nimbyism and gridlock.
