What is the name of this conspiracy theory?

For the life of me I’m blanking, but what’s the phrase used to describe the conspiracy theory where government/media team up to prepare you for something major before it happens? Like a terrorist attack, a shooting, etc. that way you’re desensitized or less shocked when it happens? I swear it’s a popular one, I cannot remember what it’s called
