Advice for a first time console buyer

Knowing that the next generation of console gaming is around the corner, I had the following questions in mind:
Should I buy a console right now?
If so, considering PlayStation, Xbox and Nintendo:
2.1 What's the one with the most bang for your buck? (all things considered)
2.2 For a pc gamer, what's the suggested environment to go to?
Additional information/tips are very welcome!
PS.: If not clearly stated, I'm already a PC gamer (high end rig), but I'd like to give consoles a try!
