It's probably mainly due to lack of trust. In the kink community, there are so many people who will use it as a hunting ground and not of the fun variety. CNC is already a difficult kink that requires an explicit amount of trust between parties. It would be amazing if there were ways to completely vet individuals and have some kind of record so if it turns out that they are a serial killer, the community has a name, face, etc.
While there is safety in numbers, there's also a crazy amount of actual danger. There are clubs with memberships, but those safe spaces aren't accessible to a lot of people. Which is both good and bad.
Tldr: trusting a stranger not to kill you while fucking you like they want to kill you is difficult.
