I think computer might have been owned, what should I do?

My udemy browser redirected to a localhost site [127.0.0.1] on it's own (I don't remember the port), and the "Downloading proxy script" line showed up on the bottom left of chrome. I panicked, and closed the browser immediately.
I spent the last week in trial and error downloading pirated software rife with trojans, but I'm pretty sure Windows defender caught them. What should be my next step? Should I do a clean reinstall of windows?
