Could you help a noob with the specs?

So, I'm not a PC person and I really need help. I'm looking for a DESKTOP to work on it. I plan to use it for Photoshop, digital art, and film editing for a youtube channel. It has to have a good memory. My max budget is about 2000 USD. This is the best that I could find. What do you think?
