GPU Upgrade with no difference in performance

Recently I upgraded my GPU from a rx480 4gb to a sapphire plus rx 5600 XT and have not noticed any change in performance, even in games that are GPU intensive. I spent a good amount for this upgrade so I dont know why this is happening. I did not uninstall the old drivers with the old card plugged in, however last night with the new card plugged in, I uninstalled and reinstalled drivers for the new card. I thought it was a power supply issue, so I bought a new power supply, but it still hasnt changed any performance

CPU- Ryzen 5 3600

memory- 16gb of ram

mb- b450m pro4
