Can’t connect before boot

I am working with an old pc, I wanted to clean reset and reinstall windows but during the reinstalling my power went out, the pc functions still but it doesn’t have its own ability to connect I have a USB wifi antenna, and I’m trying to cloud install but since it can’t connect naturally it won’t. I’m stuck in the bootup stage and it keeps looping, is there some way to get it to use the antenna and connect in the boot up page command prompt? Or will I have to install windows on some usb drive and send it over. If so, will I need to pay for it?
