Hi, I'm looking to buy a PC for my friend's kids, came across this listening but mentioning e5-2697 having same performance as i7-10700 seemed a bit of a stretch.

The parts that this one has seem to be available for a lot less easily, but I want to save some hassle. Upon conversation, the guy has asked me to give him an offer. What should be the right offer for this?

I don't want his 1070 upgrade and the monitor
