Bad PSU?? After installing GPU?

have an elite desk G3 800 small form factor, with a 180 watt power supply. This is not a standard form factor case so to install my graphics card I had to cut a space for my GPU to fit on the back of the computer. I also removed the motherboard beforehand to avoid any metal particulates getting on components. After I put everything back together the computer boots up and as it's beating it shuts off and now I get a post error. I get three red lights and four white blink codes. This is an older computer I just got it used. So I tried unplugging different components and seeing if the power draw decrease would resolve my issue, I still get the post error and as soon as I plug the PC in after unplugging it it will turn itself on automatically in the fans will spin on and off and then I get another post error. I don't have a PSU tester but is this a symptom of a bad psu, HP website says this post error means system power error. I just got my a I'm not super experienced
