ELI5 - Microscopic decomposers, where do they come from?

After a quick, rather disappointing google search, I've got a question that's bugging me.

When bacteria decomposes foods, does this bacteria originate from within the food, or does it come in from an external source?

Does our food always contain a tiny amount of microbacteria that is always active at the cellular level?
