The study Group (aka The Greendale Seven) did incite the riot.

Hey so like everyone else im rewatching community and watching s3 e18 Course Listing Unavailable. Did Chang exacerbate the riot with arming preteens with riot gear yes. But the Study Group with their speech started and riled up the crowd. Troy and abed starting chanting Greendale Sucks and Pierce yelling LETS BURN THIS MOTHER DOWN.
Then they decided to use Chang as a fall guy but would the dean have signed off those powers to chang without the Seven starting everything nope
