SDCC: What's with the "no handouts" rule?

I'm planning to try to get to San Diego next year and spotted a rule on no handouts/flyers etc on their policies page. Every other con I've been to, all the cosplayers and photographers have happily passed out business cards so people could find them online after the con. I can appreciate them not wanting their main hall flooded with advertisers, but is that a blanket ban or are there places cosplayers go to meet and swap? One of my cosplays involves giving people little handouts so it'd be nice to be able to bring it without breaking rules. Thanks!
