Every time I think I've seen the peak of bad storytelling in the Silver Age, from just how wordy everything to the characters describing what they're doing in great detail while they do it, another issue comes along to take the crown.

Right now, I'd say my favorite example of bad Silver Age storytelling comes from Superman 167 which features the first time Lex Luthor and Braniac team up along with an updated origin story for Brainiac and Brainiac 5. During this tale, we get these two panels that come one after the other.

This is also the same issue that had Luthor set fire to Brainiac's prison cell because Superman's way keeping him safe while a prisoner is to have the cell open in case of danger rather than eliminating the problem.
