Can I enroll in a community college if i still owe money to another school?

So my academic journey has been rough. I attended UARK in 2019 but dropped out after one semester due to mental health issues. I applied for financial aid but got nothing although my mom is a single parent who made 53k a year. After dropping out i enrolled in a community college in my home town. I explained my situation to them and that i still owed my past school, they said no problem and i began classes. Into my second semester they requested the transcript from UARK and said it was mandatory and I could not continue classes without it, so i had no choice but to drop out yet again. I have enrolled in a payment plan but i am nowhere near close to being done paying them off. my question is can i enroll in another college while paying UARK? would they now release my transcript?
