Chair stealing!

We have a 9 month old English cocker spaniel called, Oli. He's a bundle of energy and super loving, cuddly and affectionate. However any time you leave the room, even if he's cuddled up asleep elsewhere, he will jump up and steal your seat. Even if another seat is free!
When you come in he will also look at you like this [see pic attached] so he knows he's being naughty and going to get moved on 😅
Any insight on this would be much appreciated as we can't figure it out 😂😂
