Why does one of my tiels give off so much dander compared to others?

I have this rescue cockatiel that just constantly rains dander. I'm not talking about the fine powder you normally see when they fluff up. This guy like secretes these little particles of finely shredded feathers. He's not overly preening or plucking anything...I can literally see it falling off his body when he fluffs. I've had him for a year now. Just wondering why he's so much dirtier than my others. I've been trying to mist bath him to see if it helps, but it's hard in the winter.
