Chicken or the egg causality dilemma applied to climate change?

I've been thinking about this question for a paper I'm writing and am wondering if anyone has any thoughts/ resources they might share regarding the question below:

Which entity bears the most responsibility for the generation of waste and pollution: (1) the industry which produces the product for consumers, or (2) the consumers who drive the demand behind the need for a given product in the first place?

In other words, companies should be held more accountable for the waste/pollution they produce BUT consumers should also be more ethically aware of how their demand for goods, usually as quickly and as cheaply made as possible, also contributes to an unsustainable socioeconomic model.
