FISHING AND COOKING UP TO 300 QUESTS

Any reason why the quests to get cooking 300 and fishing 300 books are not working? I was on the cooking quest I have the items but won't let me compete. And then page(the fishing guy) says the mission is low level and only offers to teach me basic fishing not fishing up to 300.
Any information would be awesome, I'm still kind of new to wow. But finishing up my lvl 60 for tbc.
