Vehicle bar not working on EoE

Every time we phase my bars just endlessly stutter and try to change for the whole fight leading to me not being able to use any abilities.
Addons: LTP, Questie, Auctionator, Questie, TSM, BigWigs, Details, ItemRack, ThreatPlates, Pawn, Modern Target Frames, and some ilvl addon that I can’t remember
Edit: Others have stated it might be caused by modern target frames which I have left over from TBC. I’ll try to delete and report back if that fixes the issue
