Flask of Chromatic Wonder is NOT effected by Elixir Mastery

Despite being a flask, this item is not effected by the relevant mastery.
In general, proc return rate is ~20% meaning 100 crafts should produce around 120 flasks. Well, I've done 100 crafts of this new flask and haven't gotten a single proc. Not one.
So, either I'm the unluckiest person in the game, or this new item is bugged and not working with the proper mastery.
