Human priest best for efficient grinding?

Does anyone remember if the human spirit racial is 5% of base or total spirit?
Just wondering because it seems like if it's total spirit, then human would be the best priest race for grinding. Suppose you stack spirit gear and get 5/5 spirit tap while leveling. Seems like you would never go oom, especially if you're o5sr when the mob dies. Is this right?
Side note: 10% reputation gain is nice too!
