need help with sons of hodir rep

Hey guys,
I need to start my son’s of hodir rep grind and I was told to go from hated to neutral I need to do a questline starting with the quest They Took Our Men!.
I flew over to the k3 site that the guide told me to go to and went to the NPC but she is offering no quests. I started doing all the other quests in the k3 base to see if she would give me it to no avail.
Do I have to do a certain quest or do something in spacific to get the quest.
