How is your chance of hitting calculated? What does the percentage mean, when you're aiming at an enemy?

I'm playing Fallout 2 for the first time, and I'm a little confused about how the combat works. I initially assumed when you aim the red cross hair at an enemy, the percentage shown would be your chance of hitting the opponent you're aiming at.

However, the crowbar shows 51% for me and I have a hit rate somewhere between 25-33% at all times (for the last 4 battles, my exact hit rate has been 5/26, 7/28, 4/21, 3/20). Is it just true randomness fucking with me or is there some factor I'm not calculating? It seems frustratingly slow paced :)
