RP: The Privy Council of the Kingdom of the Trolls sat in their grand meeting chamber on the highest floor of the First Tower, in the Palatial district of Terrock. Due to the First Tower's missing roof, the Privy Council chamber was exposed to the sky, which, combined to the Council's propensity to hold meetings in the late evening, lead to this chamber to be colloquially referred to as the 'Star Chamber'.
This meeting in the Star Chamber was exceptional, for two reasons. Firstly, the King of the Trolls himself, Tefūmon CXXXII, was actually in attendance, and was actually awake and (mostly) sober. Secondly, four commoners in attendance, and their words were being given the complete, undivided attention of the Privy Counsellors assembled.
These four commoners - the captain, first mate, and quartermaster of a Troll raiding vessel, and a prisoner captured by them - were recounting the events of their most recent raid on the Hysykan shorelines. These raiders, based out of the Elwedhu, had become minor celebrities in their hometown due to their daring raids far along the eastern Hysykan coastline. But this last raid was the most daring of them all, and had the potential to make them into major nation celebrities among the Trolls.
This raid had hit the city of Taraeld, a city well beyond the range of usual Troll raids. This city also happened to be one of the centres of a major Hysykan naval project. During the raid, in which little conventional loot was acquired before the Hysykan authorities chased the Trolls out of the city, some very unconventional loot was seized. The first mate, who fancied himself as something of an intellectual (despite his illiteracy), and who was responsible for commanding the marines during the raid, had ordered his goons to steal an entire filing cabinet from a Hysykan port office.
The quartermaster, being an actual learned man, capable of reading Hysykan script with some difficulty, realized that the cabinet contained diagrams, manuals, and other documents related to the giant, swanky-looking boats that were moored at Taraeld's port. Among the captives seized by the Troll raiders was a naval engineer, who, after some persuasion, agreed to help the Trolls in making their own, superior knockoff boats.
Effect: The Kingdom of the Trolls diffuses the Transoceanic Vessels major technology from Hysyka.
