Proposed Bill for the use of Private Factories

While not a member of Parliament, this issue I believe requires attention and legislation

  1. Context

This bill seeks to define the terms behind private ownership and public usage of in game resources such as factories, including standards on the storage and security as well as defining appropriate state managed co-operatives.

  1. Definitions

Privately Owned Factory (POF) - A POF is a factory created through the use of resources from private citizens. POFs have a percent ownership value associated to each owner of the factory.

Public usage of POFs - Public usage refers to state managed interface between a POF and either the general public or foreign states.

  1. Processes

Percent Ownership of Factories - During the creation of a POF, the contributors of the resources collectively agree amongst themselves on how much of the factory they own as per their contribution. The contributors also consult a representative of the state who has authority to barter the states services for a share in the ownership. They then draft an Ownership Agreement (OA) that they pass to the ministry of the Factories for ratification. The OA document correlates ownership to the percentage of the profits raised by the factory through use. Payment of the profits will be distributed upon request.

State services Provided - The state will always provide the following services to Factory owners in exchange for a portion of the ownership:

  • Security and Defense of the Factory, including complete isolation from the general public and non factory ministry members.

  • Repair costs for the factories

  • Shop chests and a marketplace to provide an interface for the general public to interact with the factory.

Maximum Profit Allowed (MPA) - The Shop chest interface must be profitable enough for attracting the public to use the factory system, therefore there must be some efficiency garnered by using the system. On a case by case basis, outlined in the OA, the MPA will be a non zero amount more of output in the shopchests than one would gamer from converting naturally craftable items. For non naturally craftable items the price can be set at the OA's collective decision and modified with 51% ownership agreement.
