Remove prison pearl?

What if the server didn't have prison pearl installed?
I am serious. Trying to take the question beyond the first reaction of raiders and griefers would run rampant.
- Some ideas to couple this with:
- People still randomspawned after death.
- Perhaps after death you couldn't login for 4 hours.
- If the player you killed had no armor and belonged to no extra citadel groups (just their personal one) you were temp banned for 1 day?
Wanted to throw out something somewhat controversial to think of other ways to balance and get around situations like this server is currently in... and countless others have been in too.
