How to Build a Successful Desert-Colony

I've been struggling with creating colonies in the desert, however, in wars they can be very strategic. People seem to underestimate them, I've tried to make them in Civilization 6, however I find it very hard, in Civilization 5 I was able to. Any tips on creating Desert Colonies?
