Hey guys. So as much as I love this game one thing will always drive me crazy. Why can't you build ships if your not right smack on the coast! Seriously tons of places in the world are centralized inland but yet there borders reach to the water and thus they have harbors and potentially a "boat-building" community. I was wondering if anyone knows of a mod out there that allows naval building if your borders reach the water. Or I think to be more conservative you would need a water tile within three of your city.
