I would love a mod that increases civ UAs and wonders x3. There is, of course, the infamous x10 mod, however this is sadly unplayable, as a) the Zulus make the game crash b) Babylon, Korea and Egypt allow you to win in about 20 turns, and c) the fact that the yields from all wonders are multiplied by 10 means the game is invariably won by whichever civ takes Great Library, which provides ten great scientists.
But a mod that multiplied everything by 3 would be much more balanced. Absurdly overpowered, yes, but still playable. You might ask, if what you want is balance, why not just play regular civ? But here's the thing- OP civs, played against each other, create their own kind of balance. I played a cracking game with the x10 mod as Arabia the other day, and unlike in unmodded civ, I had to take into account the UAs of the other civs around me, all the time. For instance, I spent the entire game consciously building less cities than my neighbour Ethiopia, because of their 200% combat bonus ability. It was super fun- like Deity, but you're always playing as an OP civ, and your opponents feel less homogenous.
Some examples of UAs for a x3 mod:
-Egypt gets a 60% bonus to Wonder construction
-Venice has 6 times the number of trade routes available
-Ethiopia gets a 60% combat bonus against civs with more cities than Ethiopia
-Ottomans have Prize Ships promotion and pay only 10% the usual cost for naval unit maintenance
-Germany has a 100% chance defeated barbarians in encampments join their side, and gets 75 gold when they do
-Zulus have no maintenance costs for melee units, and units require 75% less experience to earn their next promotion
-Babylon gets 3 Great Scientists when discovering Writing, and earns GSs 100% faster
-Morocco gets 9 gold and 3 culture for each trade route with a different civ or city state, and trade routes to Morocco get 6 gold
Wonders are also increased, so:
-Pyramids increase tile improvement speed by 75%, and 6 free workers appear
-Great Library provides 9 science, 3 techs, a library, and 6 slots for great works
-Oracle provides 9 culture and 3 social policies
-Cristo Redentor provides 15 culture, and lowers the cost of social policies by 30%
(I've assumed here that any % increase gets capped at 100%, otherwise we enter crazytown).
These are my preliminary thoughts for a decent x3 mod. But it occurs to me that an even better game would have Zulus, Poland, Egypt, Babylon and Korea unchanged from the base game, and wonders doubled, not tripled. But I have no modding ability, sadly.
