Civ 1 (Cannot Sustain Building)

I've been started playing Civ 1 (haven't finished a game, just getting a feel), and I'll get the message "Rome cannot sustain Library: or courthouse or whatever, and the building is destroyed and I have to rebuild it, how do I prevent that or work around it. btw I'm sorry if this is really rudimentary for the series, the only games I've actually played are civ rev and rev 2.
