I would love to see a Civ that can rally or utilize Barbarians in some way

I'm a bit new here and by no means a Civ expert, but I was playing today and I really thought it would be interesting to be able to levy Barbarians in the early game to help with a conquest Civ. Not sure what Civ or leader could take advantage of this, or how it would best be implemented in a balanced way, and I wanted to see what you folks thought of it.
