Reduce city borders?

I like playing alot of team games and sometimes i have 2 citys next to each other so i'll give the lesser one to an ally, the problem is sometimes the city with shittier resources has it borders out 4-5 hexes from its center so if i give it to my ally they will have hexes they cant even work while still stopping me working them.... Is there any solution to this or is the only way to keep both citys or just raise the second one and buy the tiles
