How hard is it to make a 'new civilization' mod?

Total newbie to modding here. I've googled the question and I either get massive documents, or rather uninformative and vague posts. My question is, how complicated is it to make a mod to create a new civilization? Is the learning curve steep? Do you need programming skills?

I'm no programmer and because of work, would have limited time to learn very in-depth stuff, so not sure whether this is a good idea. However, I would like to make some rough 'joke mods' that I could share with friends. Any insights or links to 'modding for dummies'?
