Need to compile a spreedsheet of civs and different aspects, making a program to choose civs for a balanced game.

I am making a program to make a balanced civ game, need people to fill in the numbers. I only have 300 hours in civ 5 so I do not feel qualified to complete this chart, please help. The program will be posted to reddit (maybe open source?).

Power Level: out of 100, 100 being awesome 0 being absolutly useless. All other aspects scoring are the same as power level, this is higher if the UA or UU encourages a paticualr aspect, and discourages a different one. That is how that works
