Deity Culture Victory Advice/Discussion

I have a handful of Deity victories under my belt (1 Diplo, the rest Science) so I wanted to try the new BNW CV. I'm having a really tough time and I've gotten really, really close a few times but couldn't walk away with a win.

Basic strat

Social Policies

Tradition (Legalism [after building Monument] > Landed Elite > Monarchy > Aristocracy > Oligarchy), 1 into Aesthetics to unlock Uffizi, 1 into Exploration to unlock Louvre, 1/2 into Rationalism if I can afford it, fill out Aesthetics / Ideology.

Build Order

I generally go: Scout > Monument > Worker (and steal 1-3 workers from nearby CS/AI) > Settler > Granary > Caravan > Library > NC.

Techs

Generally try to hit Philosophy first, then Drama & Poetry for Writer's Guild. Rush to Acoustics to build Sistine Chapel then Architecture to build Uffizi. Tech upper line to unlock Louvre and Archaeologists. Tech to Radio for Broadway. Rush to Hotels while focusing on Scientific Theory first. Then to Airports and finally The Internet. I try to get Computers as well to build The Great Firewall for myself and lock AIs out of it. Of course, I deviate as necessary.

General

Sistine Chapel is usually a 50/50 shot depending on quickly I can tech. I'm not sure if it's feasible or advisable to unlock Workshops first so I can line up a GE for it.

I send food routes (water-based preferably) to get as much pop as possible in my capital. My goal is ~24-30 pop and then I'll generally divert some routes into hammers.

I work Great Writer slots ASAP to fill them. I try to work Great Artists ASAP but in hindsight, since both Uffizi and Sistine require Same Civ/Same Era, I should probably micro that a bit better. I generally save the Free Great Artist SP so I can more easily get theming bonuses. Probably best to micro 2 Artists to pop in same era (Sistine theming bonus) and micro 2 Artists in a seperate era Free Great Artist SP to theme Uffizi. I micro Great Musicians so I can pop 2 immediately into Modern (Broadway provides 1, I try to pop 1 immediately into Modern and try to get another one ASAP for Same Era/Same Civ Broadway theming bonus).

[Edit - On the other hand, you'll need extra Great Works of Art to trade around to get the Louvre and Hermitage theming bonuses so maybe working Great Artists ASAP isn't a bad idea.]

I save Faith for a possible GE (if another AI goes into Aesthetics or Exploration), the rest for Musicians.

I save all Great Musician generation after setting up Broadway to pop after Internet. Once I tech into the Internet, I'll go for Computers for The Great Firewall. I'll use a Great Artist on a Golden Age then pop 1 Musician naturally and Faith-buy 3-4.

Where this falls apart for me

If there's only 1 AI with Culture, it's pretty clear-cut from here: Great Musician bomb them into submission. However, in the games I've played, there have been 2 AIs with near-matching Culture. I can dominate one but I'm left with about big chunk missing for another. In my last game, I nuked the piss out of them but couldn't take their capital and was a sliver of Tourism from overtaking them.

The obvious answer is to war (which also helps pick up a lot of Great Works) but since I need to devote an ungodly amount of hammers to infrastructure, I find it pretty hard. I could beeline Artillery or Flight (which seems more reasonable) but I have a hard time diverting hammers for warfare.

Sorry for this long ass post, but does anyone have any advice/comments/questions regarding Deity CV?
