Best placement for the government plaza?

The government plaza is a powerful district which can lead to some incredible adjacency bonuses if strategically placed. It also yields 100% loyalty to its host city.
I'm curious to know people's different strategies for placing the government plaza. Do you have a certain city you prioritise it for (capital, second city, etc)? What kind of other districts do you try to cluster with it? Any other tips?
