Optimal temp for humidor, do I put the cigars in the humidor with or without plastic covers?

Hi there I’m fairly new to cigar smoking and have a humidor big enough to fit 100 cigars it’s the large Ironsides humidor. I seasoned inside and now use the humi-care black ice round digital hygrometer as well as the old school hygrometer that came with my humidor. I also use a humi-care crystal jar with the blue gel balls inside. Currently it reads hum 60% temp 71 degrees Fahrenheit. The humidor hygrometer is reading about 70 right now which is right where it lists as “ideal”. Wondering if this is ideal or If I should be making adjustments. Basically my humidor has the normal filter with distilled water and the humi-care jar also with distilled water. My other question which I realize can be suggestive is do you normally store cigars bare without covering or do you leave the individual plastic covers that they come in on them when you place them in the humidor.....what’s the difference if any? Thanks so much in advance just trying to learn the optimal settings so I can have my cigars the best they can be.
