Tab hover cards not appearing

I am running chrome os beta version 79 on my Lenovo c330. However, the tab hover cards are not appearing, by default. To my knowledge, this is the default on 78 unless I am mistaken. I can enable the feature manually using flags and I am using the #shelf-hover-previews flag.
