[help] Chrome switches brightness levels when I hover on a hyperlink

Is this a known bug? I just got a Windows 10 update today and since this day every time I hover on a link ( let's say, a reddit post, or a youtube video, anything really) it changes the monitor's brightness color to sepia.
I can't screenshot it because it always captures the monitor on its normal color, but here's an example of before and after I click a link
