[Help] Strange graphical bug in Windows 7

Whenever I restart my computer and open Chrome, I get this bizarre bug:

(All screenshots taken in a few seconds of each other)

If I then open a second window of Chrome (regardless of whether I close the first window or not), it will not be affected by the bug. It only happens to the first instance of Chrome after each reboot.

tl;dr: wtf?
