Paypal Chinese Version

I have a Paypal overseas account which is attached to an overseas bank account and I use to pay for things like Netflix, some shopping etc. I know that there is also Paypal China, and I was wondering how that works. Could I for instance open a Paypal China account attached to my Chinese bank account and use that to pay for overseas purchases?
Edit:TD:LR based on replies, not really worth the hassle.
