To all the great members of this community who scour through the code of the game to look for clues, as well as those who understand the game engine and its mechanics, I have a question (assuming it's even possible to figure this out):
Is there a way to figure out how the game chooses those random police shootouts/chases to happen? I'm referring to the events that seemingly happen randomly and more frequently as the game goes on, where a police car with sirens wailing will blow past the controlled character, chasing an NPC criminal's car and most times ending in a shootout to the death.
While most would assume these events are purposely chaotic and without rhyme or reason, there is a theory out there (proposed by /u/Jetpack_Jones) that suggests that these shootouts are not, in fact, random, but rather, a not-so-subtle cue that the player is doing something wrong in their playthrough, with the assumption that there is a correct way to play the game that will reveal some sort of new ending/easter egg.
There are other hypothesized "cues" that also happen when the game is played incorrectly (random explosions, characters pulling out guns on their own when a character switch is made, Michael driving a taxi as his personal vehicle when switching from Frank to Michael even though he had never driven a taxi prior, etc.), but the police chases/shootouts is what this is about. When starting the game, the shootouts don't happen immediately; rather, they build up over time. It could be that this was the intended effect - for things to get crazier and crazier as time goes on - although I would like to hope that these events are a sort of warning to the player that they're messing things up, and that, if the game is played correctly, these shootout/chases don't happen (or happen much less frequently than usual). I'm hoping that there is a way to figure out if these events are truly random, or if there is some sort of system in place that selects how these things happen, based on certain variables being met.
I, personally, am not a fan of the "I have an idea; can someone else try it for me?" posts, so I was hesitant to make this post. However, I have zero experience with coding or how to read it, and I imagine it'd take some time to figure out how to understand the code and game engine. Any insight or help answering this question would be greatly appreciated, as it's something that I've been wondering for quite some time now, but never got around to asking.

TL;DR : I'd like to know if the random police shootouts/chases w/ NPCs are actually random, or if there are certain variables that affect when and how often they happen.
EDIT: I am NOT referring to the Random Events that happen when you near a specific point/person on the map, that become visible on the map via a little dot; the ones where you can stop a robber and either return the cash you recovered to the victim or keep it yourself are not what I'm referring to. Sorry for the confusion.
