Can tenants discuss rent prices even if the lease says they can't?

This involves a Friend and her Neighbor.

Friend got in hot water with her landlord and now she's scared of him taking action on her.

Neighbor's rent was less than Friend's, landlord told Neighbor their rent was going up at next lease renewal. Neighbor and Friend talked, learned Neighbor's rent will be higher than Friend's, Neighbor complained to landlord and now landlord is threatening breach of contract on Friend. Friend said it does say in the lease tenants are not allowed to discuss rent prices with other tenants.

Is my Friend potentially in trouble? It's got me thinking that clause would be a great way to employ discriminatory rent practices so maybe that's protected speech, but then I think about actors who sign NDA's for movies and that's fine.
